Grameen Shakti is a renewable energy resources company based out of Bangladesh. They are a part of the Grameen family of companies, which has been working for decades to alleviate the burdens of poverty in developing countries. The Grameen Bank, one of their founding companies, has become world-renowned for their charitable work and for helping to establish groundbreaking programs focused on the needs of people.


In recent years, the Grameen Bank has financed and supported a number of projects aimed at removing social and financial barriers and creating opportunities for those less fortunate. Grameen Telecom is one such example. The central aim of this company is to provide collateral-free loans to rural villagers for use in establishing local communications networks. They have now committed significant resources to sustainable energy development. The cornerstone of this effort is the Photovoltaic Program. In Bangladesh, only 30% of the population is receiving energy from the electrical power grid. In this developing nation, the infrastructure to provide energy to every household simply doesn't exist. In an effort to address this problem, Grameen Shakti has financed the installation of thousands of solar energy systems in rural communities.


This has created immense opportunities for people in rural villages. Children now have the ability to pursue their studies long after the sun has gone down. Businesses now have the ability to operate beyond their traditional work hours, thus increasing productivity and sales. A world of opportunity has opened up for an entire generation of rural villagers. As a consequence, they are no longer rural villagers. They are now members of our global village.


One of the most amazing consequences of this program has been the level of technological engagement that has occurred among the youth in Bangladesh. For young people in rural communities, the future is bright. Due to the advancement in technological knowledge and understanding, the demand for skilled workers has increased at a phenomenal pace. To address this concern, Grameen Shakti has also established training programs that educate young people in the principles of electronics and engineering.


It is both exciting and encouraging to witness the immediate and tangible effects of an enlightened business model that measures its true profitability by its social impact. It is an idea that is completely foreign to the western capitalist mindset, and one that serves as a shining example of the power of an idea. All purchases involve a personal relationship of some type between buyer and seller and there must be an element of trust if the transaction is to be wholly satisfactory. So when you're thinking of the car you want, the financing, the insurance and all the other things that go with buying a new car, add to your list the salesperson and make sure you are dealing with someone you trust and are comfortable with.

I have long dreamt of visiting the Phi Phi Islands . I first read about these beautiful remote islands off the coast of Phuket about 10 years ago and then, like everybody else, I was spellbound with the stunning scenery shown in the movie, The Beach, starring Leonardo DiCaprio. After seeing the film for a second time, I decided that Phi Phi would be my honeymoon destination one day.


You can imagine my sense of anticipation when I finally arrived there with my bride a few weeks ago. Most tourists arrive by sea from Phuket or Krabi, but we decided to fly there from Phuket Airport using a new seaplane service, Blue Water Air. As we came down to land, I looked out at the splendid sight below - soaring cliffs and dense forests bordering golden stretches of sand. We boarded a speedboat and a few minutes later we arrived at the delightful little village at Ton Sai Bay.


Although it is commonly referred to as Phi Phi “island”, pronounced Pee-Pee, there are actually two islands. The bigger of the two, Phi Phi Don, is where everybody stays, as the smaller Phi Phi Lei is uninhabited. The big attraction on Phi Phi Lei is Maya Bay and its beautiful beach, where the movie was shot. On Phi Phi Don there are some superb resorts dotted around the coastline, but most accommodation is in Ton Sai village. The settlement is perched on a stretch of sand between two steep hills, with the sea bordering either side.


My first surprise on arriving was to find that there are no motorcars on the island. Porters use hand-carts to transport luggage from the pier to your hotel room and the speediest form of transport is the bicycle. Small, winding lanes run between the hotels and bungalows, packed with little stores offering everything from 24-hour Internet services and diving packages to pizzas and pancakes.


After booking into our hotel, the Phi Phi Island Cabana, we set off for a swim in Loh Dalum Bay, only a few metres away. It was surprisingly shallow and we waded out with the occasional sea kayak or Thai fisherman for company. As the sun set we lay back in the water and looked at the lights of the waterfront cafes and bars twinkling under the palm trees. We were in heaven!


Later that night we celebrated our first night on Phi Phi with cocktails at the Jungle Bar, a fabulous beachside bar lit by flame torches. We met some young Scandinavian backpackers and they advised us to head down the beach to an Italian restaurant, Ciao Bella, for “the best pizza in Thailand ”. My wife opted for prawns from the fresh seafood on display, but I ordered a pizza, which lived up to its reputation. Later I chatted with the Italian owner, who told me that he has lived on Phi Phi for more than 10 years. His family live in Phuket during the week, but he prefers the simple life in his beachfront bungalow.


Early the next morning we hired a speedboat and set off to see Maya Bay, the cove where most of the film was made. Surprisingly, it has remained unspoilt despite the crowds which visit every day. Get there early – or just before sunset – and you should have at least part of the beach to yourself. When the first ferryload of daytrippers arrived, we went snorkelling on the other side of the island. I have snorkelled before, but this was really special. It felt like I was drifting above a marine wonderworld, with brightly-coloured fish swarming around me. My wife was nervous at first, but later we struggled to get her out of the water! We then did a trip around the island, stopping off in quiet little bays for a swim.

When we finally returned to the pier, I was ready to head for a late afternoon nap, but my wife had a different idea. “What about a Thai massage?” she asked. We headed off to one of the little massage shops and, for the next 90 minutes, I drifted off into a blissful half-sleep.


That night I was all set for another night of drinking and dining with my toes in the sand, but my wife decided she wanted to go somewhere “elegant”. “Darling, we're on an island, miles from anywhere,” I pleaded. “Don't be silly, we'll find somewhere special here”, was her retort. And we did. That night we dined at an excellent little French restaurant, named Le Grand Bleu, situated in an alley close to the jetty.


Fortified by a bottle of wine, we then headed for the stretch of lively bars that are mostly frequented by backpackers. Those we liked best were Apache, a loud, massive bar consisting of a series of terraces clinging to a steep hillside, and Carlitos, a small bar which featured an amazing “fire show”, where dancers twirled and juggled flaming batons. The star of the show told us he had set up classes to teach his skills to locals, so get ready for a host of fire-dancing stars emanating from Phi Phi!


The next day we chartered a longtail boat and spent the day on Bamboo Island about 30 minutes away. We relaxed in the shade of the casuarinas and palms fringing the beach and read novels bought from a second-hand book store before we left the village. We intended to take a scuba diving course, but the urge to do as little as possible increased the longer we stayed on the island. There was always something new to discover in the village, my favourites being a reggae bar tucked away up the hill and a bakery where the TV seemed to show movies all day to an appreciative backpacker audience.


Most of the time I was happy to prop myself up at one of the little bars along the seafront chatting to whoever dropped in, while my wife was content to lie and suntan in a deckchair on the beach only metres away. One afternoon we managed to rouse ourselves enough to undertake the rather strenuous walk up the nearby mountain to the “viewpoint” – a spot where you can take in the full splendour of the bays below. It was magnificent and worth the tiring hike.


Our five-day holiday on Phi Phi seemed far too short. As we prepared to board the boat to the seaplane's floating jetty, I insisted we take off our shoes and wade out into the bay for one last time. With my dream of visiting the island fulfilled, I am now looking forward to heading back for a second honeymoon. It can't come soon enough.

Decide, then make a plan. Don't let your old habits get in the way.


First, pay off the credit cards that have the highest interest rates. Never allow the months to pile up before paying the minimum. If you do, it would take you decades before you can pay off the high interests on the credit cards.


Also, make a list of all those you owe. Then make your plan of repaying them. Many creditors would be willing to take a payoff which is less than your balance.

Public procurement and very private benefits

In every national budget, there is a part called "Public Procurement". This is the portion of the budget allocated to purchasing services and goods for the various ministries, authorities and other arms of the executive branch. It was the famous management consultant, Parkinson, who once wrote that government officials are likely to approve a multi-billion dollar nuclear power plant much more speedily that they are likely to authorize a hundred dollar expenditure on a bicycle parking device. This is because everyone came across 100 dollar situations in real life - but precious few had the fortune to expend with billions of USD.


This, precisely, is the problem with public procurement: people are too acquainted with the purchased items. They tend to confuse their daily, household-type, decisions with the processes and considerations which should permeate governmental decision making. They label perfectly legitimate decisions as "corrupt" - and totally corrupt procedures as "legal" or merely "legitimate", because this is what was decreed by the statal mechanisms, or because "this is the law".


Procurement is divided to defence and non-defence spending. In both these categories - but, especially in the former - there are grave, well founded, concerns that things might not be all what they seem to be.


Government - from India's to Sweden's to Belgium's - fell because of procurement scandals which involved bribes paid by manufacturers or service providers either to individual in the service of the state or to political parties. Other, lesser cases, litter the press daily. In the last few years only, the burgeoning defence sector in Israel saw two such big scandals: the developer of Israel's missiles was involved in one (and currently is serving a jail sentence) and Israel's military attache to Washington was implicated - though, never convicted - in yet another.


But the picture is not that grim. Most governments in the West succeeded in reigning in and fully controlling this particular budget item. In the USA, this part of the budget remained constant in the last 35(!) years at 20% of the GDP.


There are many problems with public procurement. It is an obscure area of state activity, agreed upon in "customized" tenders and in dark rooms through a series of undisclosed agreements. At least, this is the public image of these expenditures.


The truth is completely different.


True, some ministers use public money to build their private "empires". It could be a private business empire, catering to the financial future of the minister, his cronies and his relatives. These two plagues - cronyism and nepotism - haunt public procurement. The spectre of government official using public money to benefit their political allies or their family members - haunts public imagination and provokes public indignation.


Then, there are problems of plain corruption: bribes or commissions paid to decision makers in return for winning tenders or awarding of economic benefits financed by the public money. Again, sometimes these moneys end in secret bank accounts in Switzerland or in Luxembourg. At other times, they finance political activities of political parties. This was rampantly abundant in Italy and has its place in France. The USA, which was considered to be immune from such behaviours - has proven to be less so, lately, with the Bill Clinton alleged election financing transgressions.


But, these, with all due respect to "clean hands" operations and principles, are not the main problems of public procurement.


The first order problem is the allocation of scarce resources. In other words, prioritizing. The needs are enormous and ever growing. The US government purchases hundreds of thousands of separate items from outside suppliers. Just the list of these goods - not to mention their technical specifications and the documentation which accompanies the transactions - occupies tens of thick volumes. Supercomputers are used to manage all these - and, even so, it is getting way out of hand. How to allocate ever scarcer resources amongst these items is a daunting - close to impossible - task. It also, of course, has a political dimension. A procurement decision reflects a political preference and priority. But the decision itself is not always motivated by rational - let alone noble - arguments. More often, it is the by product and end result of lobbying, political hand bending and extortionist muscle. This raises a lot of hackles among those who feel that were kept out of the pork barrel. They feel underprivileged and discriminated against. They fight back and the whole system finds itself in a quagmire, a nightmare of conflicting interests. Last year, the whole budget in the USA was stuck - not approved by Congress - because of these reactions and counter-reactions.


The second problem is the supervision, auditing and control of actual spending. This has two dimensions:


1.. How to make sure that the expenditures match and do not exceed the budgetary items. In some countries, this is a mere ritual formality and government departments are positively expected to overstep their procurement budgets. In others, this constitutes a criminal offence.


2.. How to prevent the criminally corrupt activities that we have described above - or even the non criminal incompetent acts which government officials are prone to do.


The most widespread method is the public, competitive, tender for the purchases of goods and services.


But, this is not as simple as it sounds.


Some countries publish international tenders, striving to secure the best quality in the cheapest price - no matter what is its geographical or political source. Other countries are much more protectionist (notably: Japan and France) and they publish only domestic tenders, in most cases. A domestic tender is open only to domestic bidders. Yet other countries limit participation in the tenders on various backgrounds:


the size of the competing company, its track record, its ownership structure, its human rights or environmental record and so on. Some countries publish the minutes of the tender committee (which has to explain WHY it selected this or that supplier). Others keep it a closely guarded secret ("to protect commercial interests and secrets").


But all countries state in advance that they have no obligation to accept any kind of offer - even if it is the cheapest. This is a needed provision: the cheapest is not necessarily the best. The cheapest offer could be coming from a very unreliable supplier with a bad past performance or a criminal record or from a supplier who offers goods of shoddy quality.


The tendering policies of most of the countries in the world also incorporates a second principle: that of "minimum size". The cost of running a tender is prohibitive in the cases of purchases in small amounts.


Even if there is corruption in such purchases it is bound to cause less damage to the public purse than the costs of the tender which is supposed to prevent it!


So, in most countries, small purchases can be authorized by government officials - larger amounts go through a tedious, multi-phase tendering process. Public competitive bidding is not corruption-proof: many times officials and bidders collude and conspire to award the contract against bribes and other, noncash, benefits. But we still know of no better way to minimize the effects of human greed.


Procurement policies, procedures and tenders are supervised by state auditing authorities. The most famous is, probably, the General Accounting Office, known by its acronym: the GAO.


It is an unrelenting, very thorough and dangerous watchdog of the administration. It is considered to be highly effective in reducing procurement - related irregularities and crimes. Another such institutions the Israeli State Reviser. What is common to both these organs of the state is that they have very broad authority. They possess (by law) judicial and criminal prosecution powers and they exercise it without any hesitation. They have the legal obligation to review the operations and financial transactions of all the other organs of the executive branch. Their teams select, each year, the organs to be reviewed and audited. They collect all pertinent documents and correspondence. They cross the information that they receive from elsewhere. They ask very embarrassing questions and they do it under the threat of perjury prosecutions. They summon witnesses and they publish damning reports which, in many cases, lead to criminal prosecutions.


Another form of review of public procurement is through powers granted to the legislative arm of the state (Congress, Parliament, Bundestag, or Knesset). In almost every country in the world, the elected body has its own procurement oversight committee. It supervises the expenditures of the executive branch and makes sure that they conform to the budget. The difference between such supervisory, parliamentary, bodies and their executive branch counterparts - is that they feel free to criticize public procurement not only in the context of its adherence to budget constraints or its cleanliness - but also in a political context. In other words, these committees do not limit themselves to asking HOW - but also engage in asking WHY. Why this specific expense in this given time and location - and not that expense, somewhere else or some other time. These elected bodies feel at liberty - and often do - intervene in the very decision making process and in the order of priorities. They have the propensity to alter both quite often.


The most famous such committee is, arguably, the Congressional Budget Office (CBO). It is famous because it is non-partisan and technocratic in nature. It is really made of experts which staff its offices.


Its apparent - and real - neutrality makes its judgements and recommendations a commandment not to be avoided and, almost universally, to be obeyed. The CBO operates for and on behalf of the American Congress and is, really, the research arm of that venerable parliament. Parallelly, the executive part of the American system - the Administration - has its own guard against waste and worse: the Office of Management and Budget (OMB).


Both bodies produce learned, thickset, analyses, reports, criticism, opinions and recommendations. Despite quite a prodigious annual output of verbiage - they are so highly regarded, that virtually anything that they say (or write) is minutely analysed and implemented to the last letter with an air of awe.


Only a few other parliaments have committees that carry such weight. The Israeli Knesset have the extremely powerful Finance Committee which is in charge of all matters financial, from appropriations to procurement. Another parliament renowned for its tight scrutiny is the French Parliament - though it retains very few real powers.


But not all countries chose the option of legislative supervision. Some of them relegated parts or all of these functions to the executive arm.


In Japan, the Ministry of Finance still scrutinizes (and has to authorize) the smallest expense, using an army of clerks. These clerks became so powerful that they have the theoretical potential to secure and extort benefits stemming from the very position that they hold. Many of them suspiciously join companies and organizations which they supervised or to which they awarded contracts - immediately after they leave their previous, government, positions. The Ministry of Finance is subject to a major reform in the reform-bent government of Prime Minister Hashimoto. The Japanese establishment finally realized that too much supervision, control, auditing and prosecution powers might be a Pyrrhic victory: it might encourage corruption - rather than discourage it.


Britain opted to keep the discretion to use public funds and the clout that comes with it in the hands of the political level. This is a lot like the relationship between the butter and the cat left to guard it. Still, this idiosyncratic British arrangement works surprisingly well. All public procurement and expenditure items are approved by the EDX Committee of the British Cabinet (=inner, influential, circle of government) which is headed by the Ministry of Finance. Even this did not prove enough to restrain the appetites of Ministers, especially as quid pro quo deals quickly developed. So, now the word is that the new Labour Prime Minister will chair it - enabling him to exert his personal authority on matters of public money.


Britain, under the previous, Tory, government also pioneered an interesting and controversial incentive system for its public servants as top government officials are euphemistically called there. They receive, added to their salaries, a portion of the savings that they effect in their departmental budgets. This means that they get a small fraction of the end of the fiscal year difference between their budget allowances and what they actually spent. This is very useful in certain segments of government activity - but could prove very problematic in others. Imagine health officials saving on medicines, or others saving on road maintenance or educational consumables. This, naturally, will not do.


Needless to say that no country officially approves of the payment of bribes or commission to officials in charge of public spending, however remote the connection is between the payment and the actions.


Yet, law aside many countries accept the intertwining of elites - business and political - as a fact of life, albeit a sad one. Many judicial systems in the world even make a difference between a payment which is not connected to an identifiable or discernible benefit and those that are. The latter - and only the latter - are labelled "bribery".


Where there is money - there is wrongdoing. Humans are humans - and sometimes not even that.


But these unfortunate derivatives of social activity can be minimized by the adoption of clear procurement policies, transparent and public decision making processes and the right mix of supervision, auditing and prosecution. Even then the result is bound to be dubious, at best.

Foreign Invested Companies Limited by Shares (FICLS)


The establishment of a Foreign Invested Company Limited by Shares (also known as a “joint stock company”) was designed to accommodate investors seeking to issue shares to the public or to list on the Shanghai, Shenzhen or foreign stock exchanges (under Chinese foreign investment law nomenclature, the Hong Kong Stock Exchange qualifies as a “foreign” stock exchange. Consequently, the establishment of FICLS is subject to stricter conditions than the establishment of Equity Joint Ventures, Cooperative Joint Ventures, and Wholly Foreign Owned Enterprises – so far, applications for the establishment of FICLS have been denied more often than not. Although an FICLS may be set up directly, a Joint Venture is eligible to convert to an FICLS after three profitable years if it meets the conditions set forth below.


The Registered Capital of an FICLS must be no less than 5 million RMB (about US$ 625,000). There be at least 5 shareholders, and 25% foreign shareholding is required. Like the Equity Joint Venture, profits and liquidated net assets must be distributed in proportion to shareholding.


Promoters


At least two promoters are required to form an FICLS, and more than half of them must reside in China. Further, a promoter’s shares in an FICLS are subject to a 3 year lock-up (they cannot be transferred within 3 years of the date of establishment of the company). Share buy-backs are not permitted except under limited circumstances. The promoters’ share capital must be at least 35% of total share capital if shares are offered to the public.


Shares


All shares may be paid for in cash or property, in lump sum or installment payments. The initial installment payment must be at least 20% of the total share capital, and promoters must pay in full within 2 years after the date that the Business License is issued. Stricter requirements may be set out in the Articles of Association if so desired.


Corporate Governance


Management must be in proportion to shareholding. An FICLS must appoint at least 3 members to a supervisory board, which is responsible for supervising the performance and regulatory compliance of directors and senior executives, and monitoring the company’s financial affairs. This requirement is more strictly enforced than is the case with Joint Ventures and Wholly Foreign Owned Enterprises.


An FICLS must appoint between 5 and 19 directors. Board meetings are required biannually with at least 10 days notice. 50% of the directors constitutes a quorum. A special meeting may be forced by one-third of the directors or supervisors, or shareholders holding 10% or more of the share capital. Significantly for minority shareholders, all board decisions must be passed by majority vote or (in the case of important decisions such as termination, increase or decrease of Registered Capital, etc.) by a two-thirds majority vote – unanimous approval cannot be required. Thus a 25% foreign shareholder would have no veto power over any board decisions.

The perils of web hosting on search engine placements

Yes indeed, who would have thought it, but your web hosting provider could indirectly be costing you the chance of good placements in the major search engine Google.


How can this be? Well the problem is the physical location of the hosting centre itself. Now, while you may feel you have signed up with a UK hosting company, actually all their hosting centres can be in a different country such as the US or Germany for example.


Now this little quirk doesn’t really have many side effects as you may well be getting very good value and good technical support from your host, but what it does mean is that if you do not have a geography specific domain suffix such as. co. uk


for the UK and instead you opt for a. org,.net, or. com then Google will use the geographical location of your hosting centre as the method for determining which local index your results should be found in.


By this I mean if you were to search www. google. co. uk with the radio button switched to UK results only, and your. com site was hosted by a UK hosting supplier but in a German datacentre, then you would never appear in the search results. Of course, you would appear in the www. google. de search results, but obviously not many German google users are looking for websites and businesses in English or relevant only to a UK audience.


There are plenty of studies out there suggesting search patterns on Google that say it is approximately 50 : 50 as to the number of people that click the "all the web" results on google. co. uk compared to searching only UK results. However, I personally do not believe this, if I am looking for a business where a product needs to be delivered or a service provided to me that involves phone or person to person support and contact, am I really going to search every website on the Internet?


No, I am only going to search across UK specific sites, and if I can't find what I want then I will expand my search to include sites outside the UK.


It is unknown to me at this time whether a. co. uk site hosted outside the UK suffers any form of penalisation from Google in its ranking placements in the google. co. uk index, and is quite difficult to prove either way as search engines are notorious for providing as little information as possible as to how they operate.


Unfortunately there is no real way around this problem if you are already caught up in it other than move your hosting to an ISP that is actually based in the Country that they claim to be on all advertising etc. Always check beforehand if you are looking at a non. co. uk domain name for your site, as you do risk never getting the 100's or 1000's of search engine referrals that www. google. co. uk can provide you.


Below is a link to a tool that is useful for telling you the geographical location of your website, make sure you check it out if you are concerned about your site not being included in your local Google index, because there is nothing your hosting provider or Google can or will do about this situation, so get educated and make sure your website gets seen in your local Google index.

Instructions


1) Using the "Ping" tool, type in your domain name and you will be given the IP address of the machine your site is hosted on.


2) Copy and paste that IP address into the "tracert" tool, the final hop is the physical location of your website, so check this against the "Country" information on the right-hand side.


I don't see this problem changing or easing any time in the near future, as the service provided by Google for geographical indexed is fundamentally sound and they have to use some method of discerning which Country group a site is relative to when it has a non-geographical domain suffix, however more and more people are being caught out by this without even realising it, because they believed they were signing up to a hosting provider in their own Country.

Web design development and testing

Many organizations are interested in building web applications for their business but are unaware of the various steps that are needed to build a compelling web application. In this article I will attempt to put together the various pieces of the puzzle. Application development involves several distinct efforts that need to come together to build a compelling end product. A compelling end product is the combination of design, development architecture, development implementation, automated regression and functional testing and performance and load testing.


Design: People often confuse design with development. Moreover even within design, user interface design is often confused with graphics design. Web user interface design involves the design of the flow of the website and the layout of the specific web pages within the website. The web user interface designer concentrates on the usability of the application. The user interface designer will typically develop "wireframes" using tools like Adobe Photoshop to convey the design. These are often initially developed as prototypes and usability testing is carried with user groups out to ensure that the web application will be intuitive and easy to use. Graphics design on the other hand relates to the aesthetics of the page. The graphics designer is responsible for the aesthetic layout of the pages and the creation of the various graphical objects inside the pages such as images and flash objects. The graphics Designer will typically use a combination of tools such as Adobe Photoshop, Adobe Illustrator and Adobe Captivate to create the actual graphics objects. A designer will need to work closely with other groups to make sure the design process does not compromise the performance of the application by making sure that the graphics objects are small thus ensuring that the various web performance metrics are unaffected.


Development: This involves converting the design into an actual application. The development typically involves an architectural phase where the underlying modules that make up the application are scoped out. If persistent data storage is needed, a database schema should be designed to accommodate the data storage needs. The choice of the operating system (e. g. Windows, Linux or Solaris) where the web application will run, the web server (e. g. Microsoft IIS, Apache or Tomcat) which will run the web application and the back end database (e. g. Microsoft SQL Server, Oracle, MySQL or Postgres) which stores the data will need to be made. Various development frameworks are available to build web applications. The most common ones are ASP and ASP. NET from Microsoft, Java Servlets and JSP from Sun, PHP and Perl that are open source. The choice of the application framework is typically dictated by the strengths of the members of the development team. The architectural phase is followed by the implementation phase. This is typically the longest part of the project and during this phase the actual code is written using the design specifications and graphics objects developed by the design team. The programming will typically be done using a combination of the application frameworks mentioned earlier together with HTML, JavaScript and CSS style sheets.


Quality Assurance and Testing: A surprising number of people are of the view that quality assurance and testing is desirable but is not actually needed. Unfortunately this view has its roots in total ignorance of the process that is needed to build a good end product. Regardless of how pretty or slick we make the application, if it does not work as expected, users will reject it. Quality assurance and testing involve two different kinds of tasks. Functional and regression testing is used to verify that the developed application is doing what it is supposed to do. This is achieved by test automation using a functional testing tool. Load and Performance testing is used to ensure that the application performs as intended when it is subjected to the typical load of a production environment. Load testing is practically speaking impossible to perform without using an automated load testing tool since it involves the simulation of a large number of concurrent virtual users. This effect cannot really be achieved manually and needs the assistance of an application that is designed to subject the application to a specified load and then measure its performance when it is subjected to that load. Quality Assurance teams will need to track the bugs or defects in the application using bug tracking tools. Such tools will allow defects to be tracked by all members of the team.


The three groups mentioned above tend to be specialized for their skill set. As an example, people often make the mistake of using developers as quality assurance testers. This is not a wise strategy because most developers who are good at writing software are quite poor at finding bugs or defects in their own software.


Writing good and compelling web applications requires an understanding of all phases of the process, design, development and quality assurance. Skipping phases or taking shortcuts will result in low quality software that will generally cost more in the long run.
